All State County Council
Commanders
County Council Commanders who have performed the following
requirements by May 3, 2013 will receive an All State Commanders Cap
and a $100 gift certificate for the V.F.W. Emblem & Supply Catalog:
* Reported to the Department Headquarters membership equal to or
greater than their June 30, 2012 Department membership.
* Have 100 % of their post inspected
County Council Captain of the
All State Team
Understanding the hard work that is involved in reaching All State
and the disparate sizes of the various Councils, there will be a
Captain and a Co-Captain of the All State Team. The All State
Commander who achieves the highest percentage will be named Captain,
and the All State Commander who achieves the highest numerical gain
over their June 30, 2012 totals will be named Co-Captain. The All
State caps presented to them will denote this status. Should a
single Commander attain both high percentage and high numerical
gain, there will be only one Captain and no Co-Captain.

County Council Service Officer must be trained at a District or

All State Team of District
Commanders
Each District Commander who’s District attains 100% of its June 30,
2012 membership total as of May 3, 2013 will be awarded a
distinctive All State District Commander VFW Cap. The Commander will
be awarded a State Commander’s watch if District gets to 100% by
December 31, 2012.
District Captain of the
All-State Team
Understanding the hard work that is involved in reaching All State

District Membership Chairman
Award
Recognizing the valuable contribution made by the District
Membership Chairman, the Department will award a $200 gift
certificate from the VFW Emblem and Supply Catalog to each District
Membership Chairman whose District Commander receives the All State
District Commander’s Award.
District Early Bird Award
Any District that reports 100% membership as of the dates shown
below based on its membership as of June 30, 2012 and reports 90% of
Posts inspected and District Service Officer must be trained
at a District or Department OTI by State Service Officer before
December 31, 2012 will receive the State Commander’s Special
Incentive Award. These awards are presented at the State
Convention and are awarded to the District, not to an individual.

NATIONAL
DEPUTY CHIEF OF STAFF
TO RECEIVE MILAGE AND PERDIEUM FOR THE
CONFERENCES
Fall Conference
90% Membership in the District by October
1, 2012-per National Memstats membership level or 85% membership one
documented Membership event in the District. Membership based on 30
June 2012 level
Will attend the membership Committee meeting.
Spring Conference
100% Membership in the District by March 1, 2013 -per National
Memstats or 95% membership and three documented membership events in
the District.. Membership based on 30 June 2012 level
Will attend the membership Committee meeting.
Post 100%
Award
In addition to the 100% membership streamer awarded by national, each
post attaining 100% membership by May 3, 2013 will receive a 100%
citation. The first one hundred fifty posts having 100% membership
and recruiting at least three new or reinstated members will also
receive a 100% banner, and 100% pins for the Post Commander and
Quartermaster “if Available from National”. Individual recruiters will
receive the State Commander’s pin and tie pin.
Post Divisional Awards
A Department plaque will be awarded to one post
in each Membership Division which shows the largest numerical gain over
their June 30, 2012 Department membership report as of May 3, 2013 and
has submitted both Community Activity Reports by the due dates and the
post has been inspected. The award will be given to the Post, not
to an individual.
Big Ten 100% Membership Award
The Big Ten Posts who have reported 100% membership as of May 3,
2013 based on the June 30, 2012 National Membership Report and
have been inspected and have submitted both Community Activity Reports
by the due dates will receive a specially designed Department plaque.
All State Team of Post Commanders and
Quartermasters
Each member of the All-State Team of Post Commanders will receive an All
State Post Commander’s Cap, and $80.00 to help defray expenses of
attending the Department Convention. Being cognizant of the important
role of the Post Quartermaster in membership, the All-State Team of Post
Quartermasters who served the Commanders making the All-State Team of
Post Commanders will receive an All State Post Quartermaster’s cap, and
$80.00 to help defray expenses of attending the Department Convention.
The All State Post Commanders and Quartermasters must be present at the
Department Convention to receive the cash award. Post Commanders
and Quartermasters will be required to personally pick up and sign their
own vouchers at the Department Convention.
Minimum
Requirements:

A post must report, and have two new or reinstated members and 100%
plus two members as of May 3, 2013 (As recorded at Department
Headquarters and compared to National’s June 30, 2010 Membership
Report).

Community Activity Reports for May 01, 2012 to October 31, 2012 and
November 01, 2012 to 30 April 2013 must be received at Department
Headquarters prior to May 3, 2013. Post must be inspected prior to
April 30, 2013 and the Inspection Report received by the Department
Inspector prior to May 3, 2013.

Service officers must be trained at a District or Department OTI by a
Department Service Officer by December 31, 2012.

8,000 Total Points minimum required for All-State Award (Awards limited
as noted below)
Total point accumulation will be used to determine which Post Commanders
will receive the All State Awards once the minimum requirements have
been met. The total number of All State Awards may be limited to
80 and may be allocated to each Membership Division. If not enough
posts qualify in a Division, the Commander may allocate the unused
awards to other Divisions. If many more posts qualify, additional
cap awards will be considered.
